The clock would be checked each day using the time carried on the first passenger train stopping at the station. It was the arrival of railways and the necessity for all stations to work to the same set time that caused the country to adopt London or Greenwich Meantime. Prior to the arrival of railways each village, town or city would use their local time as determined by the sun. For instance on 29th January 2014, sunrise in London was 07:43am whereas in Birmingham sunrise was 07:54am with sunset being 16:44pm and 16:48pm respectively. Local clocks would therefore reflect the time difference.
