The lower quadrant signal is in the 'off' position meaning that the train driver has authority to proceed past the signal. The signal is described as being 'lower quadrant' because when the road is clear and the driver can proceed, the arm points downwards some 60° below horizontal. Later designs were designed to point upwards to some 60° above the horizontal. The change was adopted by most railways (the GWR continued to use lower quadrant signals) because of an accident caused by a build up of snow preventing the signal returning to the horizontal (danger) position.
