The impact of the increase in goods and people being moved by road transport combined with the booming economy meant that revenue levels were falling whilst labour became scarce and more costly. The railways with their anti-social hours and relatively low wages meant that in many parts of the country staff were not easy to find as factories offered better wages and day-time shifts. Consequently the railways were having to find ways of being able to maintain their Victorian infrastructure and one way way was to reduce the amount of maintenance by removing parts of structures not considered essential.
