GWR 0-4-2T No 517, the founding member of the class, is seen standing bunker first on the middle through road at the South end of Snow Hill station. Designed by Joseph Armstrong for branch line work on the Great Western Railway the class were built at Wolverhampton and were outshopped between 1868 and 1885. They were built in thirteen lots commencing with Nos 517 to 528 and ending with Nos 1477 to 1488 in 1884-1885. The class was far from uniform and encompassed three different wheelbases, saddle and side tanks, and various boilers to name just a few variations. Driving wheels were 5ft which were later increased to 5ft 2ins due to thicker tyres, cylinders 15ins x 24ins which again were later increased to 16ins x 24ins and finally the boiler pressure was raised from the initial 150 psi to 165 psi.
